JOINT APWA | ASCE JANUARY LUNCHEON

Public Works Visibility:
How to be Recognized as First Responders

Join the APWA Silicon Valley Chapter and the ASCE San Jose Branch for their annual joint luncheon.

Date: January 15, 2025

Time: 11:30AM – 1:00PM

Location: Michael's at Shoreline
2960 N Shoreline Blvd, Mountain View, CA

Presentation Description:

Public Works Professionals have been referred to as the silent first responders, first in, last out. They are typically first to arrive after natural or manmade disasters, clearing the way for other first responders, and last to leave to leave, long after the emergency is over. Yet many community members, elected officials and even other agency departments do not regard public works as first responders. In response to 9/11, the federal government issued Presidential Policy Directive 8, officially recognizing public works as first responders. This presentation will dive into increasing the visibility of your public works department with the public, elected officials and other departments within your agency. Practical lessons learned from other public works departments will be shared.

About the Speakers

Mr. Joubin Pakpour is the current Region 8 Director for the American Public Works Association (APWA), representing over 5,000 public works professionals from California on the APWA national board of directors. He has worked both in the public and private sectors and currently serves as District Engineer for several water districts on the San Francisco Peninsula. He has been a vocal advocate of public works for close to three decades. As a volunteer, he travels the country, passionately speaking on public works visibility and first responders and sharing lessons learned from other departments.

Mr. David Luera currently serves as the Operations & Maintenance Manager for the City of Pleasanton. During his time at Alameda County and now at the City of Pleasanton he has been instrumental in helping recognize the City and County public works employees as First Responders. He has made presentations to City Councils and other Departments regarding Public Works First responders fostering a collaborative approach with other first responders (police and fire departments). He will share his presentations and lessons learned. Due to his efforts, the City of Pleasanton now recognizes the Public Works Department as first responders.

ENGINEERS WEEK 2025

Engineers Week aims to inspire future generations of engineers and provide opportunities for K-12 students to learn about science, technology, engineering, and mathematics (STEM) through professional panels, discussions, and hands-on engineering activities. Our goal is to expose students from disadvantaged and underrepresented backgrounds to the field of engineering and engage them in a fun and meaningful experience.

The ASCE San Jose Younger Member Forum will host 4 events in 2025 and expects approximately 400 students spanning across elementary, middle, and high school grade levels. Events will feature hands-on activities, presentations by industry professionals, and lunch.

This fun-filled, week-long event would not be possible without our sponsors and so we seek support from public agencies, private firms, and other non-profit organizations to join us in promoting the importance engineering to students in the San Jose area. Your financial support will offset the cost of venue fees, bus transportation, lunch, t-shirts, and supplies while giving you targeted, community recognition and exposure. Sponsorship opportunities include recognition on our social media platforms and print media, in addition to a variety of other benefits.

Sponsorship opportunities are detailed in the proposal below. If you are interested in sponsoring Engineers Week 2025, please contact us at asce.ymf.sj@gmail.com.

THANKS TO OUR 2025 SPONSORS
