Join us on Thursday, May 8th, 2025 , as we welcome, <\/span>John Liu<\/span> who is the Deputy District Director of Maintenance and Operations for Caltrans District 6, which is headquartered in Fresno. He is responsible for the maintenance and traffic operations of about 2,000 centerline-miles of highway in five counties. John has over 30 years of professional engineering experience at multiple Caltrans districts, Caltrans Headquarters, and local agencies. He is a champion for traffic safety, work zone safety, and active transportation.  He received B.S. and M.S. degrees in Civil Engineering from UC Berkeley and is a registered Civil Engineer and Traffic Engineer.<\/span><\/p>\n

 <\/span><\/p>\n

Today’s transportation professionals are challenged to meet the mobility needs of an increasing population with limited resources. At many highway junctions, congestion continues to worsen. Drivers, pedestrians, and bicyclists experience longer delays and greater exposure to risk. Today’s traffic and safety problems are more complex and complicated than ever, and conventional intersection designs are sometimes found to be insufficient to mitigate transportation problems. Consequently, many engineers are investigating and implementing innovative treatments to improve mobility for roadway users.<\/span><\/p>\n

 <\/span><\/p>\n

The <\/span>Intersection Safety and Operational Assessment Process (ISOAP)<\/span> presents a data-driven, performance-based framework incorporating the Safe System Approach to screen intersection strategies and identify optimal solutions for new or improved intersections. ISOAP objectively helps select intersection control and geometric designs for the expected users within the context of an intersection’s location. Land use and place type are to be considered in determining appropriate intersection strategies. The process recognizes that support resources can be limited to develop and implement feasible strategies and is an evolution of, and successor to, the Intersection Control Evaluation (ICE) policy and procedures.<\/span><\/p>\n
